If a number hasn’t been issued, you can ask the dvla and they’ll put it in an auction. You’ll still have to bid against anyone else who may want it though.
If it’s already been issued then they won’t reissue it.
This, i asked for a plate I used to have years ago, meant nothing at all except that I used own it on a car back in the 90’s. Told that it will be put forward for auction, eventually it got listed after waiting a few years and the bloody thing went for thousands? So much for my max 350 bid
Also you can put the number you are interested in into the DVLA website and it could simply be available.
I did that with mine and it only cost me £620.

Today I saw 7ONY on some old 3 series with luminous orange wheels. I presume that 7ony is the local supplier of recreational pharmaceuticals.

Coincidentally, I saw 17 ONY on a car the other week and thought there must be a 7ONY about somewhere.
On the basis that's registered to a blue 2012 Range Rover, you may be right...
