OK so on the face of it he might merely have breached protocol by pinning a medal on the wrong side of of his police tunic:

"In previous media statements Northamptonshire Police has referred to him as a Falklands veteran" - one has to wonder where that's come from.
Scrupulous honesty is the least you can expect from a chief constable.
