Apologies for my ignorance but where is 'PT', please?
Worth booking a return flight just to fill your boots with Rolex (I hear readily available in PT).
Please keep in mind that the claim of VAT back from any EU country is likely to be systematically communicated to HMRC who will invoice you UK VAT. So the gain may not be worth the trouble.

What if you held a British passport and UK DL, but don’t actually reside there for more than tax threshold?
1) yes it’s true.
2) I don’t know if it’s systematic or on request. But most of the VAT refunds are handled by a third party (Global Blue, Planet) and now an app (Zapptax). Those are in direct relationships with both countries tax authorities.
Maybe more importantly, fundamentally if you claim VAT for your purchases and fail to declare them when entering the EU you are potentially defrauding your country (as they were not bought as duty free).
