Yes it's a measure of area.
When somebody says '20 square metres' does that mean an area equivalent to 5m long by 4m wide ?

If someone told me a room was 20 metres squared, I would think it has a surface area of 400 square metres.

Agree with the general consensus - "square metres" != "metres squared".
Square metres is area, not necessarily 5x4m as it could very well be something like 10x2m.
On the flip side, breaking down "X metres squared" is asking to perform a squaring function on a quantity of metres. You get the idea.
Indeed Dave and of course cubic once multiplied by he depth of that she'd base when/if ordering concrete.
