I'm looking at having a new shed built, 10x8 foot in size.
The base will need to be concrete due to my bike anchor needing something meaty to be bolted to.
With the base do I go a little over size wirh an 11x9 or stay with a true size of 10x8?

I can't think of an overriding reason for either method.
But - since you are starting from scratch - install a large U-tube in the concrete base to run a max-duty chain through. Much more resilient than bolts in the concrete. Can't find the link just now, but thought it was an Almax product.
But this would work:
When building the base for my shed I read you should aim for the same size as the shed or even a bit smaller.
Logic was a bigger base allowed rain to bounce off the extra concrete back onto to wood, making it wetter. Therefore rotting quicker.
I went for a smaller solid base and then gravel around the outside to give a decent surface to walk in and out of the shed and have a clean area to put things down. The gravel also stops the rain splash back.
